Anything that opens the refrigerant circuit, recovers refrigerant or adds refrigerant requires EPA Section 608 certification. That is federal law, not a shop policy and not a preference. An uncertified technician performing it is violating the law and, incidentally, venting refrigerant into the atmosphere, which is the reason the rule exists.
It is worth understanding what this means for rooftop RV units specifically. Almost all of them are sealed systems with no service ports. They are not designed to be recharged in the field, and there is nowhere to connect a gauge set. So when a shop or a technician tells you they will recharge your rooftop unit, either they are installing ports into a sealed system, or they are describing something they are not going to do.
The practical consequence is that a rooftop unit that has genuinely lost its charge is replaced rather than recharged. That is not a shop upsell. It is the design of the equipment, and knowing it in advance is the difference between an informed decision and a surprise.
What actually fails, in order of frequency
The run capacitor is first by a wide margin. It is an inexpensive part that degrades in heat, and a coach roof in the San Gabriel Valley summer is about the harshest capacitor environment there is. The symptom is a compressor that hums and will not start, or a unit that trips a breaker a few seconds after trying.
Second is the fan motor, either the condenser fan on top or the blower. A seized or dragging motor produces a unit that cools poorly, ices up, or overheats and cuts out. Third is the control board or the thermostat, which on modern units with ducted multi zone controls is a real category.
Fourth, and this is the one owners do not expect, is airflow. A filter that has not been cleaned, a crushed duct, a return path blocked by an interior modification, or a shroud with a broken vane all produce a unit that is mechanically healthy and does not cool. Icing is very often an airflow symptom rather than a refrigerant symptom.

Water at the ceiling, replacement, and cost
A rooftop unit sits on a foam gasket compressed between the unit base and the roof around a fourteen inch opening. That gasket takes a set over time, and when it stops sealing, water enters at the ceiling assembly and runs along the roof structure. Owners often read this as a roof leak, and functionally it is one.
Regasketing is a modest job when the roof structure around the opening is sound. When we open one and the decking around the cutout reads wet, that becomes roof work first, because bolting a unit down onto soft decking produces a unit that loosens and leaks again within a year.
Diagnosis is the in depth diagnostic tier at one hour and $285, credited against an authorized repair, with labor at the posted mechanical and electrical rate of $260 per hour across 2 to 14 hours. A capacitor is near the bottom of the band. A complete unit replacement with a new gasket, a ceiling assembly and thermostat integration is at the top, at 7 to 25 business days for the unit. Where hail or a struck branch damaged the shroud or the coil, that is frequently a claim and we document it that way.

- Refrigerant recovery and charging require EPA Section 608 certification. An uncertified technician cannot legally perform it.
- Chassis dash air conditioning is engine driven and is truck shop work rather than coach work.

Why is my RV air conditioner blowing warm air?
In order of likelihood: a failed run capacitor so the compressor never starts, a dragging or seized fan motor, a control board or thermostat fault, or an airflow restriction. Airflow surprises people, because a mechanically healthy unit with a clogged filter or a crushed duct simply cannot cool. Capacitors are inexpensive and they are the first thing we read.
Why does my AC ice up?
Usually airflow, not refrigerant. When too little warm air passes over the evaporator, the coil drops below freezing and condensation turns to ice, which then blocks airflow completely. Dirty filters, a crushed duct, or a return path blocked by an interior modification are the common causes. Running on a very cool thermostat setting in humid weather contributes.
