Repair or replace is a part level decision made by comparing repair hours against the delivered cost of a new component, with construction and access as the deciding constraints. The part level test that decides repair against replace
For any single damaged component the test is the same in every shop: how many hours does an acceptable repair take, at the applicable labor rate, plus materials, against the delivered price of a replacement part plus the hours to install and refinish it. At the posted body and paint rate of $210 per hour, eight hours of repair is $1,680 of labor, so a replacement part landing under that with four hours of install is the cheaper answer.
Estimating platforms make this comparison automatically using labor times built from passenger car repairs. That works on a steel fender. It works poorly on a molded fiberglass cap, because the database has no time for grinding a laminate scarf, laying cloth in stages with cure windows between them, and fairing a compound curve back to a mold line. Those hours are real and they have to be written in by a human.
The second input the platform lacks is delivered parts reality. A cap may exist in a catalog at a stated price and take six weeks to arrive, in gelcoat that will need full refinish anyway. Six weeks of calendar has a cost in storage, lodging or downtime, and that cost belongs in the comparison alongside the parts price rather than outside it.

Where fiberglass and laminate break the usual formula
A bonded sidewall is a structural composite. The skin, the core and the inner panel work together, and the adhesive between them is what carries load. When an impact releases that bond, the panel looks nearly intact and has lost its stiffness across an area much larger than the visible mark. Filling and painting that area is fast, cheap and wrong, because it restores appearance without restoring the bond.
The repair that actually works is a scarf and rebond: cut back to sound material, taper the edges, lay new laminate in stages, restore the core, then vacuum bond and refinish. That is a genuine repair rather than a cosmetic one, and on a delamination job it lands anywhere from $1,500 to $20,000 depending on area. Whether it beats replacing the panel depends almost entirely on how far the release travelled.
This is where the estimate needs the measurement rather than the photograph. Tapping out a bond line, reading moisture at the core and marking the boundary with tape produces a number a reviewer can act on. A description of the damage as a scuff produces a filler line item, and the difference between those two sheets is usually thousands of dollars.
Operations that remove the choice entirely
Some findings end the conversation. A kinked frame rail is not pulled straight, it is sectioned or replaced, because the metal has yielded rather than bent. A roof with wet decking across multiple bays is not patched over, because the framing beneath keeps deteriorating under the patch. A slide rail that is bent rather than misadjusted is replaced, since a straightened rail binds again under load.
Others are set by the manufacturer's procedure. Bonded panels, structural adhesive joints and certain welded assemblies have published repair limits, and where a procedure says replace, the operation on the estimate should read replace and the procedure page belongs in the file. That is a documentation task rather than an argument, and it is one of the more reliable ways to get a replacement line approved.
Safety related systems behave the same way. Where a bumper, mirror, glass or ride height repair sits in front of a radar unit or a camera, the recalibration is part of the operation rather than an option attached to it. Pre and post repair scan reports in the file are what keep that line from disappearing between estimate versions.
Aftermarket, recycled and OEM parts on the same line
Estimating software substitutes aftermarket and recycled parts by default to control severity, and on high volume components that is a reasonable practice with no downside worth arguing about. Coach components are not high volume. A floorplan built a few hundred times supports no aftermarket tooling at all, so the substitution offered is a used part from a salvage unit, sourced by condition grade rather than by specification.
The questions that resolve this are practical. Which supplier, what grade, what color, what damage history, and how many days to the dock. A recycled cap at half the OEM price that arrives in four weeks needing full refinish is often more expensive than the OEM part once storage and refinish are counted, and that comparison is the argument rather than a preference for new parts.

Some decisions come down to preference, and on those the owner should decide rather than the formula. A repaired cap on a coach you intend to keep for another decade is fine work and saves weeks. A replaced cap on a coach you intend to sell in two years may hold value better, and a documented replacement sometimes reads better to a buyer than a documented repair.
Calendar is usually the deciding factor for people who actually use the vehicle. If the coach is your housing for part of the year, or the van is revenue, four weeks of parts lead time is a larger cost than the parts price difference. Say that at intake, because it changes which comparison we write first rather than which repair we are willing to perform.
Where an owner wants a better part or a better finish than the claim funds, that is written as an owner elected upgrade on its own line, quoted separately, and paid by the owner.
