# The adjuster scope sheet, and why it costs more than the first quote suggested

A scope sheet is a proposal written in an estimating platform's language, not an invoice. How to read the labor rate block and the deduction lines, and why the number moves after a $210 teardown hour.

## A scope sheet is a proposal, not an invoice

The document that arrives after an inspection looks final. It has line items, hours, part
numbers, a totals block and a company name at the top, and it is easy to read that as the
price of the repair. It is not. A scope sheet is a list of operations drawn from an
estimating platform, written in a language both a carrier and a shop can read, and its
purpose is to make disagreement specific rather than to end it.

Understanding that changes what you do with it. If the sheet is the price, your only move
when the number is short is to argue about fairness. If the sheet is a proposal expressed
in operations and hours, your move is to point at the operation that is missing or the hour
count that does not match the work, which is a conversation with an answer.

It also explains the thing owners find hardest to accept, which is that the number normally
goes up. On a coach the first version is frequently written before anything was opened, and
a laminated wall, a bonded cap and a roof over decking hide their damage by construction.
A revision after teardown is the system working as designed, not a sign that something went
wrong at the start.

## Two documents that answer two different questions

There are always two documents on a claim and owners routinely merge them. The first is the
coverage determination: whether the loss is covered, under which coverage, what the
deductible is, what settlement basis the policy carries, and whether a total loss threshold
has been reached. That belongs entirely to the carrier. No repair facility decides any part
of it, and any shop that tells you otherwise is describing something it does not control.

The second is the repair scope: which operations the vehicle actually needs, in what order,
for how many hours, with which parts. That comes out of the vehicle. It is produced by
looking, measuring, opening and reading, and it does not change based on what the policy
says.

The friction happens where the two touch. A covered loss with an incomplete scope pays
less than it should. An accurate scope on a partly excluded loss pays for the covered
portion only. Both situations look identical from the outside, which is why the useful
first question is never whether the number is fair. It is which of the two documents you
are actually looking at.

## How to tell a stale scope sheet from a revised one

Start with the header, not the totals. Find the version or revision date and the supplement
number. If the sheet is dated the same day as the first photograph review and the supplement
counter still reads zero after teardown documentation went in, the sheet has not been
revised. That is a workflow state rather than a decision, and it is the most common reason
a file sits.

Then read the operation codes rather than the descriptions. Every line says whether the
operation is repair, replace, refinish, blend, or remove and install, and how many hours
were allowed. Three patterns show up repeatedly on coach files. A molded cap written as
repair when the part has to be replaced. A single remove and install as required line
absorbing a dozen discrete removals. And refinish written from panel defaults on a surface
several times the size of the car door those defaults were derived from.

Finally look for the lines that are absent. Pre repair and post repair scan. Sensor
recalibration. Cover and mask on a 38 foot unit. Corrosion protection and seam sealer as
their own visible lines. Moisture mapping. Removal and reinstallation of roof mounted
solar. LP pressure test and refrigerant recovery where the coach has gas appliances. An
absent line raises no question during review, which is exactly why absent lines are the
most reliable way to lose money on a sheet that otherwise looks correct.

## Why does the reinspection date land two weeks out?

Because of how territory coverage works, not because anyone is slow. A field appraiser or
independent appraisal firm handling coach work in this part of Southern California is
covering the San Gabriel Valley, the eastern LA County corridor and northern Orange County
in the same rotation, and each coach inspection takes materially longer than the sedan
appointments filling the rest of the day. Appointments get batched geographically. Your
18.4 miles across the SR-60 and SR-57 junctions is a routing decision inside somebody's
calendar.

Two habits shorten that. Offer two specific dates rather than asking when someone is
available, and ask for the first slot of the morning, because a batched route runs late by
afternoon and a coach inspection is the appointment most likely to be pushed. Both of those
put a date in the file instead of a request.

The calendar matters because it costs real money in a place that is easy to miss. A vehicle
sitting in a per diem yard while a file waits accrues storage daily, storage produced no
repair, and it is the line examined hardest at settlement. Two weeks of waiting can add a
four figure charge to a claim. Move the unit out of a metered yard as early as the file
allows and get the release in writing.

## Four kinds of material a reviewer can verify alone

Look at what actually moves a scope sheet, and it is always material a reviewer can check
without trusting anybody. Measurements with the instrument visible in the frame: a tram
gauge reading a diagonal, a moisture meter with its location in shot, a dial indicator on a
rail. Numbers with their source in the picture.

Second, photographs taken in sequence during disassembly, with fasteners and broken
interfaces still in place. The common failure here is order rather than effort. Parts come
off, everyone in the bay can see the fracture, the pieces go in a bin, and the photographs
get taken afterward from angles that no longer show how anything connected. A reviewer
looking at those images cannot separate a broken mount from a bracket cut during removal,
so the line goes back pending information.

Third, written parts quotes with the supplier named and the lead time next to the price,
because a decision between an OEM part and a recycled one is a comparison of dollars
against calendar days and neither number means anything alone. Fourth, scan reports before
and after with the module list and the date visible. A logged fault code is documentation. A
statement that a camera needs aiming is not, and it will not survive review.

## Rates, materials and markup do not move with the sheet

The last place a sheet and an invoice diverge is arithmetic that was never on the sheet in
the first place. Posted retail labor is $210 per hour for body and paint, $260 for
mechanical and electrical, and $285 for diagnostics with a one hour minimum. Those are
three different rates for three different trades, and a sheet carrying one blended rate
across all of them is describing a different shop than the one performing the work.

Materials sit on top. Paint supplies bill at $55 per paint hour and body supplies at $5 per
body hour, so a refinish line short on hours is short twice. Hazmat and disposal is $45
flat whenever chemicals, refrigerant or LP is involved. Parts at or under $100 carry 100
percent markup and parts over $100 carry 35 percent. Sales tax runs 7.75 percent on parts
and materials while labor is not taxed. Every one of those figures is on the published rate
card before the job starts.

Then there is payment mechanics, which is where owners get surprised even on a fully
approved claim. Special order parts require a 100 percent deposit at order and that deposit
is not refundable. Jobs over $2,000 take a 50 percent deposit at authorization, jobs over
$10,000 add a 25 percent parts draw when parts arrive, and the balance is due at pickup.
Insurance billed work may be billed at carrier negotiated rates that differ from the posted
retail figures above, which is normal and is stated in writing rather than discovered at
the end.

## Ask for the version history this week

If you are holding a sheet right now, send one short written request: the current version
date, the supplement number, and confirmation of whether the scope was revised after
teardown. Ask for it in writing rather than by phone, because you want the answer in the
file. That single question resolves a surprising share of stalled claims, since a file
waiting on a revision looks identical to a file that has been decided.

Then close the gaps yourself. Get the pre repair scan report, the moisture readings, the
sequence photographs and the parts quotes with lead times into the file before authorization
closes, and keep a copy. If a line was removed between versions, request the reason in
writing before reassembly, because once a panel is painted the chance to document what was
under it is gone.

To have the sheet read against the actual vehicle, bring both. A collision teardown estimate
is 1 hour at $210, an RV systems estimate is $150 for a slide, awning, water or electrical
complaint, and each is credited against an authorized repair. Reading an estimate beside a
vehicle you can walk around is a different exercise from reading it at a kitchen table,
